President Donald J. Trump has signed H.J.Res. 88 into law, a legislative measure introduced by Congressman John Joyce to reverse California’s electric vehicle mandate. This action aims to safeguard consumer choice and the American auto industry.
“It was an honor to join President Donald Trump today as he signed my legislation that reverses California’s EV mandate to protect consumer choice and the American auto industry,” said Congressman John Joyce, M.D. “Throughout President Trump’s campaign, he spoke about the need to reverse this disastrous California policy. Today, that promise became a reality, and I am proud to have helped President Trump advance part of the America First agenda that the American people overwhelmingly supported in November. Promises made, promises kept.”
Energy and Commerce Committee Chairman Brett Guthrie remarked on the significance of this decision: “By rejecting EV mandates, the signing of these resolutions is a victory for American consumers who reject government mandates and one-size-fits-all policies.” He added that without this repeal, special rules for California could have led to increased vehicle prices and further reliance on China.
The background leading up to this decision includes a waiver approved by the Biden Administration in December 2024 endorsing California’s EV mandate due to its unique status under the Clean Air Act. Sixteen other states adopted similar standards affecting nearly 40% of the automobile market.
In previous congressional sessions, Dr. Joyce actively opposed these regulations through various measures including H.R. 1435—the Preserving Choice in Vehicle Purchases Act—to block such mandates.
This legislation passed through Congress with bipartisan support; it was approved by the House on April 30th with a vote of 246-164 and later by the Senate on May 22nd with a vote of 51-46.
