Legislation aimed at updating the Department of Corrections’ motivational boot camp program at Quehanna Boot Camp in Clearfield County has moved forward. Sponsored by Sen. Wayne Langerholc, Jr. and Sen. Lisa Baker, Senate Bill 875 was approved by the Senate Judiciary Committee. The bill seeks to modernize the existing statutory framework and explore cost-saving measures.
Quehanna Boot Camp is noted for its performance compared to other correctional facilities in Pennsylvania. It has achieved the lowest recidivism rates and leads in awarding GEDs, contributing 30% of all GEDs earned last year across state institutions. The facility also provides vocational training with industry-recognized certifications, aiding graduates in securing stable employment post-release.
The current statutory framework for motivational boot camps has remained unchanged despite advancements in alternative sentencing and rehabilitation programs.
Senator Langerholc stated, “Quehanna isn’t just a correctional facility, it’s a proven model for rehabilitation and redemption.” He emphasized its role in transforming lives and its contribution to public safety and fiscal responsibility.
Senator Baker highlighted the importance of alternative programs: “In order to continue progress toward reducing the number of individuals incarcerated and lowering correctional costs, we should be looking to bolster alternative programs rather than dispense with them.”
The proposed closure of Quehanna Boot Camp was announced by the Shapiro Administration in February, despite support from corrections professionals and community leaders due to its success record.
Senate Bill 875 will now proceed to the full Senate for further consideration.
